Yes. To be fair, whilst I find the competition a bit iffy, BJP has always been a very good magazine and It's new for as a monthly is excellent.

as an arts administrator for the last 30 years, where there is sponsorship there is generally no entry fee for public projects unless the collected fee is for a specific stated purpose, such as a charity associated with the promotion or associated prize. government body sponsorships worldwide, however, are specific that that funding is not for prizes and therefore philanthropical monies are used for this purpose. where there is no non-government support the fees or subscriptions may be asked for to provide a specific award however a magazine would use its advertising and subscription income for prizes, it would be expected.
