Yes, a photograph of a person is always a portrait; remember the portrait of Gandi by Cartier-Bresson, you do not see the face but you are for 100% certain that it is Gandi.

A portrait is not necessarely a passport photograph.

An old school friend I met recently who like me is angry because in The Netherlands the entitlement to a pension has been postponed for two years. You have to be 67 to get it.
