It appears to be an m42 screw mount for SLR use. If so, it would lack the ability to move the rangefinder arm in a Leica RF.

You may however, be able to adapt it to a Leica using a Visoflex unit.

I just want to add that usually, most tripod users would prefer to have a center column in there, rather than just the mounting plate. While a center column is not necessary, it sure is handy.
