You are right it is worse when even citizens begin to believe the police have the law on their side when they misbehave.

well, we hang men so others won't steal horses, as the saying goes. That seems to have some success, maybe it should be applied to crimes by the police?
Seriously, as long as people hold on to the mentality that "the police" are their own entity rather than existing solely at the discretion of the public, this won't change. In other words, if you take the position that there is nothing that can be done, nothing will be done.
Who pays the policemen's salary? Remind them of that. If the chief of police is an elected official, elect a new one. Complain to the mayor and in letters to the editor when incidents arise, rather than shaking your head and wishing it were different. The mayor is simply a man elected to represent the city's interests. It would seem to me that the interest of any community is tied to the professionalism of the police.
