I recently bought an Ensign 820 a lovely piece of work in fine condition. The lens is clear, the shutter works, the lens standards seem straight, and the infinity focus appears perfect(checked with a ground glass and loupe.) However, the carefully tripod mounted, middle aperture, and reasonable shutter speed test role reveal a very mediocre level of sharpness. I know in the past opinions have varied over this lens. Any ideas? My boot sale Ikon Nettar significantly out performs it.

That's a surprize. Isn't the Ross a four element lens, with performance of a Tessar? (If this has the Ross!).
I was hankering after one of these, I'll hold back a while now....

A weak pressure plate causing poor film flatness, perhaps.

Like women, cameras can be savoured just because they are beautiful.
