How difficult to change it to 28mm?

The 28mm will bring up the 90mm frame on the M3, M4, and M2; and the 28/90 dual framelines on the M4P, M6, M7, and MP.
You cannot change from 35mm to 28mm framelines by filing the bayonet lug, because the 35mm position already requires the shortest lug.

I'm just speculating.

No M6 has a 24mm frameline. Only the M8 and M8.2 have one. However, a 24mm lens will bring up the 35mm frameline on any Leica except the M3, which doesn't have one. It would bring up the 135mm frame on the M3.
