Soo....who took these photos?

There were lots of unemployed photographers running around America at that time... but the photos of the camps a year or more prior to work commencing...who was it that was there to record these images?
Was it WPA?
Was it visionary photographers who could see the project ramping up and somehow knew to travel there?
Was it word of mouth via the "photographers telegraph" that they let one another know of this project and it's potential?
And where is a good place to see the compiled archives of this project?
Library of Congress?
