OT Canon A-1 meter problem

I know it's an SLR and I aplogize for that, but it's my main non-rangefinder camera.
I've been having a problem in that it doesn't meter accurately in low light. In fully program mode, I'll get a reading of 1/250th @ f5.6, then move the camera to a slightly darker area and expect a reading of 1/60th @ f4 or something similar. But instead, I get 6" @ f1.4 (or whatever the largest aperature is) and it flashes. It always jumps what seems accurate to 3" or 6" and the largest aperature. It does this in all modes and on all ISO settings and even on a tripod.
And yes, I've tried it with a new battery. Anybody ever have a similar problem? Anything I should try before bringing it to the shop?
