which cell phone has the best camera?
i have decided the cell phone is the sneakiest (ergo, easiest) way to photograph people at close range without disturbing them. i can hold my casio gz-one folder so it appears i am playing a game and snap away.
the gz is only an ok camera.
i was wondering about buying a used version of a very good camera phone and use it for nothing but a camera. no monthly charges ...

Define best.
For me the best is the iPhone 4s. The camera is great sure but, it's the user interface and my long history with apple and the iPhone in particular that make it really the best.
The apps, in particular snapseed make the iPhone really the ticket. Snapseed is the best Photo editing app available for mobile devices.
My advice if you truly are not planning to connect over the cellular waves is to pursue a last generation iPod Touch.
It possess all the remaining features of the iPhone after you exclude the phone.
You can use it to upload, edit, email, and of course... take pictures, video and organize all of those.  $200 for a new one.

I would guess the new Nokia with the Zeiss lens and HUGE (1/2") sensor. But the work I have seen the iPhone 4S looks great too.

If you're looking for a camera-first everything else second phone, then you may want to wait for the Nikon Pureview 808, to be released next month(???).
All the ads seem to tout the camera (Zeiss lens), and not much else of its other smartphone capabilities, so it's proably worth a look if the camera feature is high on your priority list.
I have an iphone 4s that I use heavily for email, apps, phone, SMS and partly for its camera (which is great as well).
I don't think you could go wrong with the 4s, but again, the Nokia may be worth the wait.

My understanding which could be incorrect is that the camera is the same as the phone. The screen is however as you say lo-res. Not the Retina display of the iPhone 4/4s. Still very good just not the highest resolution of the Retina display.
Paul, here is an unedited recent pic from an iPhone 4s. You can see the DR is pretty good. The white of the clouds clips out a bit. I use this thing a lot for journaling jobs and documenting projects and, just quick snapshots.

I just double check the apple store. U are right the iPod touch is using the camera from the iPad 2 which is a low resolution VGA quality. It is better to go with the iPhone 4s.

Paul in the past both Sony and Nokia also came out with some camera phones that were suppose to be good. But usually anything with a really good camera in the phone was pretty expensive.

I just picked up the HTC One S which comes with an f2 lens... a wee bit faster than the iphone 4s's f/2.4 heheh
It's pretty damn sharp... I'm impressed.

Just to add another option, the Sony Xperia Arc with 8mpx Exmor sensor:
It isn't that good with backlight, but the resolution is quite good. Straight from camera.
in good light it is great, also straight from camera.
and just for RFF a black and white Instagram version ;-)
I don't like phone pictures. But what do I know, I also don't like compacts, so, don't take my advise for anything....
