The solution you've been sold is probably benzotriazole, a restrainer. In normal developer it works to lower fog but you need to increase your development times.
Of the commercially available developers, HC110 is probably best for your purposes, but if the film is fogged due to age and poor storage, base fog will still be high. If you can manage it to a point where you can scan or print through the fog, it won't matter anymore.
