Is there a web page that has instruction on how to use the Fed 3 camera, example : where to set shutter speed for strobe, setting shutter speeds after setting shutter as is done with the Zorki's and any other information on this camera.

Shutter speed 1/25 sec and delay (if it has a delay adjustment) at "0"

You might also try http://www.btinternet.com/~stowupland/index.htm and then click on FED 3 in the left column.
